Theo is correct. The text description rounds up-or-down to the nearest half-yard. So, if it's 4th & 13 and you gain 12.9 yards, the description will say you gained 13 yards, even though you only actually gained 12.9 yards. And since 12.9 is less than 13, that means the refs brought out the chains to measure, and you were 2 inches short of the line-to-gain. Turnover-on-downs.
