That will depend on a lot of different factors... the stats and build types of your Safeties, plus the stats and build types of your other special teams dots and where they're assigned. If your Safeties are your fastest dots, you'll probably want them as your gunners. But if your Safeties are slower and stronger, or if you have other dots who are faster, you'll want your safeties elsewhere.
Basically, it's complicated. If you're just asking "where should I put my Safeties on STs?", you're not really asking the right question.

Agree and also, what levels are the dots. Different levels also determine certain placements. Some very general rules you can use to decide on where a dot might go (remember... this is very general and not gospel);
Between the hashmarks; Usually a good place for the high strength/low speed & agility dots.
Out on the very edges near the sidelines; Agility would be the skill here with some good speed to go with it. Agility allows a dot to maintain better top speed when making turns and get back up to speed faster if slowed down. Also helps avoid blockers.
Between the very outside and the middle; Usually where you put Speed+strength dots. Also where you put any HH or FF style dots and best tackles.
Again, very generic in ideal but useful enough.
