Surprisingly makes sense if you stop to think about it. You're looking for an opening on teams that just started out and are still full of active people, looking forward to possible WL endings. They just started out so a lot less likely to have holes in the teams. Suggest that, if they're good dots, find a CPU team for a season as attrition starts to take it's toll next season. Might find some mid-season homes along the way. Your problem is lack of teams with vacancies at that level.

If you have roster holes, you weren't the only one out there looking for a home for day 40 dots. Might scoop those up since they don't seem to be havin any luck either.
