I know you can get human offered contracts while on a D League team, but if you are on a CPU 'owned' team, can you still get those human offered contracts?

Yes

Yes. When I was running my test team last season, I was sending out mid-season offers to dots on CPU-owned teams in normal leagues, and they were able to join my test team. So it's definitely possible.

Or you can release yourself as well

as an owner in the past when i've started pre-season a few players short
the first thing i'd do is search for players on CPU teams.
You might want to keep an eye open for offers from Human teams,
because i'm sure some teams are still looking

D league and cpu owned are essentially the same thing. If your cpu owned team is bought, you have 3 days to release yourself otherwise you are stuck there until the end of the season, or they cut you.
