Is it possible to cut a player from a peewee team and sign them to a rookie team at this point of the season?

Just watch the games played. If you don't time it right, you'll miss a game XP. Ideally you'd pick a CPU team that plays the same "week" as the current team, except after the current team's game. Like this is week 3, on day 6. Tomorrow will be week 4 on Day 7. Make sure you get credit for week 4 before changing teams. If you switch before the game of the current week, the Ai might hold you out of the game on the gaining team also.

It's not hard to understand. Just pick a team that plays the same day as your current team, but after your current team. Otherwise you'll miss game xp due to the game being set up to not let you play a game for 48 hours (or 24 hours. one of the two) after switching teams.

my point was, he can't switch the game days, so either it will work or not-
i don't think he is looking for just any team that fits the game schedule

This is true, if he has a specific team in mind, and wants to do it, no matter what.
If he's considering it, the XP thing may or may not be a factor.
The important part is, That game XP cannot be gained back until the end of the build at L73. If he gets screwed by changing teams he'll always be a game behind everyone else.

So does this mean if i sign a player RIGHT NOW that he wont play in tomorrows game? Note noth teams play on the same gameday
I'd seriously PM Admin and ask EXACTLY what the deal is. TBH, (I posted elsewhere about this) it has happened to me several times throughout the years to have a dot moved (through trade or drop/new signing) that LOST XP because of it. I've been told you get it 'made up at the end' but not really. XP is XP and if you miss a day's worth you don't magically get those lost XP's back at the end. Your build will still finish mostly as it should but those lost XP's you do NOT get aren't there to trade in for TP's or whatever. So, while the damage is minimal, there is (sometimes) damage from moving from one team to another. Thing is, it doesn't happen every single time... which means there's some kind of 'trigger' that I suspect is tied to the team(s) involved schedule's and WHEN the move occurred. But that's just my guess... I didn't code this thing.

With a roll over in between, you should be ok. If I were doing it, I'd go right after the current team has a game. If you skip a game on the gaining team, you're still covered for that week. E object of this game is to do everything you can to get 16 games with of XP. Then you won't have to make a thread asking about why your player is behind.
