In my very limited understanding, some sas give % bonuses and others give flat bonuses, the flat bonuses are much weaker later in the dots career, and the flat bonuses obviously much better early on.

Blitz is a great SA in peewee (tested, believe me or not) and therefore is almost for sure not that great at level 79

Edit for clarity:

If the SA offers a bonus to winning a roll, it would operate as a flat bonuses

If the SA offers a bonus % to attributes it would operate as a % bonus

Flat increases to attributes actually operate as % bonuses as well, based on the attribute softcap system.
