It has always been by conference.
I got demoted one season with a 9-7 record which would have had me finishing 3rd in the other conference. The 5th place team in that conference got to stay and I got demoted

I did no campaigning for Burnside to stay in WL. If this were always the case in the past, I am not sure why anything has changed. Either way, I'm not sure about the logic as to why the conference mattered before.

Actually it has been by best record. BDS stayed up by best record overall.

I don't have a dog in the hunt regardless. I was just stating what happened to me.
I actually did pm'd support that season also and they told me no even though I had a better record than half the other conference.

maybe that was my problem.... I asked support for something

yes, i believe it used to be by conference when there were 16 teams per conference, when the leagues split and inter conference play happened they did it by best record.
