Is there a way to build say an assistant couch like we do players ?

You don't build one, but you can ask around to get opportunities to be a coach. Anyone can be a coach, and it does not cost flex points. Best option is to latch on with a young team with quality coordinators already and ask if you can help out. Most teams don't do much gameplanning in the younger years and may be willing to work with you or allow you to try it out.

Pretty sure, after you get the 300 sidelines built, you can then go back and add in as much furniture as you want to the coaches' offices. It's kind of by the Promotions tab, so the CFO will have to order them. Stay away from the Pleather couch. It looks nice but the bonus to cost ratio is out of whack. Based on the other couches, is should give +3 more Motivational Speech ability.

It was proposed several times but, like many other proposals, it lies dead in the dusty file of 'GLB Great Ideas'.
