About level 70. That way your build is complete and you start putting points into a place where they don't collect the extra benefit of level up values. This will maximize the total build value.

Going earlier can help your player perform better earlier. It really depends what your goals are. If you want a player to perform at it peak in it's last fully mature post day 280 condition then wait later. Otherwise I would wait until at least level 45 or so since spending points on the regular attributes would generally have as much of an impact as in SA's. Also consider if your equipment might compliment the SA's you invest it.

dline general right when you make your dt ftw, easy to make up the points and you are a nt anchor who totally boosts your teammates his whole career. Honestly though just do it as you please, if you get froze out by human teams for build racism, cpu teams might actually be more fun to play on anyway.
