No, I was once (in the early days) involved in a semi-official forum of GLB--it came out there.

Also, if you check the award itself, it goes to FBs. The only retired player I kept in my profile that did NOT make an appearance in World League is my 1st ever Goal Line Blitz player-a FB (a rather crappy one, but I didn't know that at the time).
