Personally I would think it's points total in both games (team that scored the most points overall in the two games would win the tiebreaker). Or at least it should be. Well in the NFL it's (note I've removed all that don't apply due to GLBs scheduling method / league structure):
1) Head-to-head
2) Best won-lost-tied percentage in games played within the conference
3) Strength of victory. (compares the average win % of the opponents they beaten)
4) Best combined ranking among conference teams in points scored and points allowed
5) Best combined ranking among all teams in points scored and points allowed
6) Best net points in all games
7) Best net touchdowns in all games
8) Coin toss
granted... this isn't the NFL... but taking to point totals in each head to head game to determine the most overall points is never even considered in the NFL... and the NFL pretty much considers everything... (even the near impossible event of 1-7 being the same)
