I doubt Dragons move. Unless there a preference for a runner-up in their final making it Pro between Regional elite 1, 2 and 3??

Casual Regional Pro needs just 2 Elite leagues, winner and loser of each final go Pro, the rest are Comp Regional and Regional and promote to Elite as normal. Easy math.

And PLEASE lump all the 240's into 1 league and the Plateau teams into the other!
If you need to keep 3 leagues, just make the league 3 promotes go into 1/2
