AEQ has been ubiquitously known to be absolutely necessary for many calendar years now. I literally cannot fathom how you thought you could get by without using it much less win leagues at end game. I am surprised your team did as well as it did. It's not "all about special equipment" anymore than it is about cap building, or scheme building, or VAs, or stamina, or any other number of factors that can blow out your team.

Also, your team EL should have been well over 1500 by not saving BTs for AEQ.

Don't blame Bort for your own poor decisions.

When does one start/lvl equipping AEQ?

I shop for a piece around level 31, but don't have it fully equipped until level 41+ most of the time. I'll usually throw 15-24 BTs at the store looking for something and if I don't get anything good I'll wait until level 41. It depends on how many training enhancements you buy for when you can start shopping and upgrading though. If you ball out with 4 and 5 star enhancements you're going to have to wait a little longer.

You want +5% ability pieces relevant to your position or +3 attribute pieces to your primary. Occasionally I'll take +3% stuff if I'm desperate or it has a +3 speed on it as well.

Of course, the best time to do your shopping is to wait until level 71, because more pieces show up every time you roll so you generally spend less BTs. I just like doing well in minors as well as end game so I shop throughout the lifespan.

traditional "rule of thumb" for lvl start if you want to max out your AEQ properties?

once you have 3 or 4 pieces (depending on your build plan) start using tokens to level it up
