Why can you enhance some equipment with an attribute bonus but not all equipment?

are you talking about EQ you got in a roll while shopping?
i never roll for EQ because i always got crap rolls.
all of the EQ i build is enhanced with an attribute bonus.

Seriously though, the answer to your question is;
When you roll for AEQ you get one of 3 results.
A. You get a piece that has a bonus to a skill (+1, +2. or +3) AND a bonus to an action (+2%, +3%, or +5%) OR a bonus to an SA (1 point)
B. You get a piece that has a bonus to a skill (+1, +2, or +3) and NOTHING ELSE. You then can ADD ON either a bonus to an action or a bonus to a SA.
C. You get a piece that has NO SKILL BONUS but does have a bonus to action or bonus to SA. You can then ADD ON the bonus to the skill of your choice.
I have no problems rolling for AEQ as I have a plan from day one of the build and stick to it. Sometimes I get what I want in rolling... and, every now and then, I have to BUILD a piece from scrap. Mostly I get what I want without overspending on BT's for them. That's the key. NEVER overspend for your AEQ. Have a plan and a budget and stick to it.
As for getting AEQ, unless your dot is level 34 or beyond, you shouldn't even be looking at AEQ. You'll wreck the build since you only get a small selection at the lower levels and, usually, a really rotten selection as well. Wait until you can get, at least, 4 pieces for each time you refresh/roll.
