once the punt returner signals fair catch the ball is dead wherever it is contacted by the kicking team or recovered by the receiving team.

my understanding is the fair catch protection to the receiver is off but the ball will still be dead once he or a teammate controls it or it's touched by the kicking team

no such thing as fair catch in canada. we have a 5 yard rule. cant touch the returner. its terrible.
i dont watch much CFL but i have never seen it. in highschool ball it was up to the refs to call it tbh. sometimes they would be like "you were going to get killed so we called it." happened to me when 5 guys were running at me. even with the lol5yardrule.

Yes,
if you look at section 2 article 1 subsection (m) of the dead ball rules for the NFL
it says
(m) when any receiver catches or recovers the ball after a fair catch signal (valid or invalid) has been made, provided the
ball has not been touched by an opponent, before or after it strikes the ground;
-> Dead Ball Declared
so I think provided the glb dot signaled fair catch before the ball hit the ground then GLB did right

if he didn't wave his dot arms to call fair catch, he should be able to run

I GOT IT!!!! VELCRO HELMETS!!!! This HAS to be the answer. The dots fit perfectly inside the helmets with just enough coming out the bottom to let them roll and the football is made of felt and the helmets are velcro. DOH!
