Higher attributes, SAs are nothing but a small percentage to the total skill points.

not true

I know Run Block is good, as Bort has said many times it helps the OL to engage the block

That's because Run Block add bonus to your blocking attribute, and blocking attribute help engaging the block.

Block attribute help engaging the block, this is confirmed by Bort.
And Run Block SA only add bonus to blocking, this is also confirmed by Bort.

Yea, run block SA is good, but it only adds a % to the attribute totals that go into the block vs. break block rolls.

That is not what Bort stated in a Q&A, at least that is not ALL that it does .

It was one of the last Q&A's that he did, I remember that.

He stated something along the lines of it also helping to initiate engaging in a block(as reddogrw has posted here) , and works on ST's.

This is what I remember as well. This quote led to people actually using Run and Pass Block instead of skipping it or just adding points to get further into the tree.

run block SA's help, as do any skills that apply bonuses directly to attributes. Vision, blocking, strength, agility, etc apply as in all block-related rolls. Hold block% just specifically applies to holding a block.
