Would someone please clear this up for a dispute between myself and another agent?

If you have +10 CE in Speed and your Speed total (including CE) is 73.25 you are NOT at the 4 cap. You are you are still at the 2 cap with a cap speed of 63.25 Since cap 3 is 67.96 Please verify!

Do not count points from EQ when looking at your "caps". Caps are all about how many SP it takes to add 1 point in the attribute.

So in your example, your natural speed is 63.25, so yes, you have not yet hit the 3-cap (67.97)
