What is a good energy to rest your players, and what is a good energy to put the player back in? and if you got a custom package with a player and he goes below that energy will he stay in?

It all depends... are both players equally good, or is the backup significantly worse than the starter? Are you trying to get a particular balance of playing time, or are you just trying to ensure that the best player (accounting for energy) takes the field on any given play? There's no simple answer to that question.

There's nothing special about energy in custom packages. For example, if you dial up a custom package that calls for RB2, the sim will check the Depth Chart and the Energy Settings for RB2 and will call the player from the RB2 depth chart that meets the energy rules for that play just like any other play.

No both players are not equally good, but some our for some positions but i want the starter in there for a decent amount of time, but i dont want him in there with low energy and playing crappy

Try 80/81 and experiment from there.

98/99 players rotate each down.
