I've got a level 42 speedster WR and he gets a hell of a lot of passes deflected away from him. Is this a problem with his build or is it a function of the fact that he's short or is it the QB?

You probably should look at how the higher effective lvld wr have played (Elliot, Peterson). You might be a bit slow, so that you can't get free and your agility and catching will not be high enough at the end. If you can get 4 aeq with +3 speed each you should get speed a bit over 150 and that would be manageable but for pro and higher you would also need 90 agility and catching.
with the aeq i also suggest having a couple catch chance % pieces. You also put SP in SAs a bit too early

You should cap your jumping and look to get your catching up a bit too. Kakashi is right about what you'll need to compete in tougher leagues also.
