You screwed this build up somewhere along the line. At level 68 you should have an EL somewhere around 75 to 80 even with a 3 AEQ and 2 SA build. Yours is a one AEQ build, so you should have much more EL. You did not efficiently train or assign your SPs, so you are left with a buid that doesn't stack up. I'm guessing that you tried too hard to be balanced in assigning your SP, which is a huge mistake in GLB if you want to keep a player after level 40.
Until you understand the training system and the Automatic Level Gains system in place in this game, you should probably follow a build plan.
It is unlikely that you will be able to rehabilitate this player, but you can follow my advice at the top and see if that improves your success.
