So I get some free time to work on my team and I'm rolling along with scrimms, select scrimm, next game in an hour and a half, cool. 2 or 3 then the next one is like 6 a.m. tomorrow. WTF!

INsta Scrimm on DEMAND can't be that hard.

Scrims stop at 11AM and don't resume until 6 AM

And I assume you meant 11 p.m. Which still don't explain why the scrimm I requested around 6 p.m C.S.T. has to wait 12 hours.

I'm guessing the Ducks have it set up to where they can't receive scrims on days they have league games?

could be too many instascrims during that time range for the ducks so you got the next one you could get. and yes 11PM to 6AM and it's for server maintenance
