IMO, a good rushing FB needs strength, agility, vision, carrying and speed in that order.

why is speed the least?

I would say

Strength, agility/carrying/speed all about even, then vision

I have a blocking FB though...so take that with a grain of salt.

Carrying is your first concern right now. You should set a goal for at least 30 to prevent fumbles.
I wouldn't put another point into speed. 40 will be perfect, probably for the rest of his career once you get him running over people.
Don't put anything into SA's until at least L12 or 13. You are leveling faster now and you need to invest the SP's into basic skills. These are what indicate when, and how well the SA's activate in games. As you get to higher levels it will take longer to level up=longer to acquire SP's and harder to build skills.
I would concentrate on...
1.carrying- (he is going to carry the ball, right?)
2.blocking- he still is a FB. you need to get this to 30 (eventually)
3.stamina- I like a stamina of 25-30, at least. If you want to break tackles, this will require you to have good in game energy which takes high stamina. Most of my rushing FB's broken tackles have come in the second half when the other team is tireing. Stamina is essential.
4. Strength to at least 40- 2 reasons... to hold onto the ball and break tackles.
5. confidence to at least 20. Personally, I would stop training vision and jsut train confidence. This will prevent fumbles, increase performance during tough games.

Once you get close to these goals, I would put most SA's into cover up, power through and dive for yards.

Remember, this is a plan, it's not going to happen in a week or two.
Here's a couple plays from my guy, Walt Flannigan

The running plays designed for the FB in this game are basically inside the tackle runs. Not a lot of speed is needed for those types of runs. Strength is much more important to break through a DL's or LB's tackle on these runs.

most running plays for the FB are inside, but if your team figures the FB heavily into the running game, it will vary.
I have noticed that most plays go inside or to the left for FB's, and HB's seem to go to the right more.

I wouldn't worry about that at L9. You can shoot for 40 as an eventual goal, at L16+, but before that it's not neccesary. I would just continue to train vision.
