The 60/62 actual/effective level shows that somewhere you didn't train effectively. Still its not a horrible build with him being a possession receiver and all. His natural catching number should be higher with the possession archetype. As well carry should be higher to help him hold on to the ball a little better. Some areas that could help could be
Agility (9:1 cap)
Carrying (over 50)
Catching (natural to 8:1 cap)

Just my thoughts on it though.
