is a 3-4 better to run against a team that passes heavily? I have the personnel to run both a 4-3 and a 3-4, just trying to decide which is better. how about against a balanced team that does a lot of both? which defense is more effective against these two types of teams?

I've only used 4-3 defenses in Casual. Unless you are blessed with a surplus of linebackers (and coverage lb's, at that), I would stick with a 4-3.
