TE at WR shouldn't be too bad.
TE at HB would probably be worse.
Nobody knows the exact percentages for the OOP penalties though. We can make educated guesses, but that's about it.

The link was helpful, and I recognize that nobody knows the OOP for the game.
That being said, it also seems that conventional wisdom says some positions shifts make more sense than others (i.e. DE playing at OLB).
What about a DE playing ILB? Would that be a different penalty from playing OLB?

What little is known about the OOP penalty is locked deep within the mind of Bort and he ain't sharin. That said, I believe the worst has been generally surmised at 5%. Consider that, if 5% is the worst and it starts with the MOST compatible position swap (Like a FB playing TE), then anything farther from that would increase the penalty (so, guessing, perhaps a WR trying to play TE might be 7% bad... and a HB trying to play TE might be 8 or 9% bad... and a DT playing TE would be horrendous.)
Overall, OOP is something you really want to avoid at all costs. And , if you MUST use it, use the closest position to that as possible (like a guard playing tackle... or a center playing guard... or a FB at HB...).
