How much blocking/strength is needed to be somewhat effective? I have a speed guy with blocking at 23 now thinking about taking it to 30-35, is it worth it?

I wouldn't put any more into blocking, but I would go to the Quick Tactics Editor page (just above you player list on your home page) and make both his Defensive and Offensive blocking tactic to Run Focus.
