For instance you might say that a Level 49 dot should be effective level 55 or 56 and that anything lower like 54/53 effective level or worse means he should be flexed because he won't be making world league you screwed up the build.

Is it possible to make a generalization like that, do you, and what would be your cut offs and decision points?

Step 1: Look at a WL regular's home page

Step 2: See if he has a lvl 49 dot

Step 3a: If step 2 doesn't apply repeat step 1

Step 3b: If step 2 does apply than look at the dot's EL

This is a very precise and delicate method. One cannot simply ignore steps.
