Judging by the scouting report he needs more speed. Speed needs to be the first attribute to be capped in a speedster build then agility should be capped soon after. You might have to start over because it's over 20 in level and has a significantly lower effectiveness level.

To make sure you don't find yourself in the same position with your next guy, buy speed, agility and catching as your multi-training attributes.
I'd quad train vision, speed, agility and catching first, but it depends on what you're going for.
