This is all advice, I'm not telling you what to do or anything.
Firstly, do you know about ALGs, advanced level gains? If not, parts of http://wiki.goallineblitz.com/index.php/Leveling is good to read.
For the build, I'd say you should have got speed higher earlier, but it's early enough that you can change that. I'd say get it to at least the 4th cap and agility to the 2nd/3rd cap (if you don't know what these are check out the wiki) before working on catching. Don't put any more points in to SAs for a while, it's far more beneficial to get your attributes higher early to take advantage of ALGs.
The most important thing really is that he doesn't have any equipment. Even basic equipment would have got him 12 points to distribute anywhere. Speed 63 vs speed 51 would make a big difference. These should go into your attribute that's highest (which IMO should be speed in the end) so I'd recommend you get them for that. To be truly competitive you'll need to get him custom equipment, but at lower levels that's kind of optional.
