The description for catching says it helps CBs turn pass deflections into interceptions.

So would a CB with 15% Pass Deflect and 70 catching see more interceptions than a CB with 70 catching?

Sort of. With a low catching, you can deflect... but might not catch (intercept)... same as it works for receivers trying to catch a deflected pass. With a low deflection and high catching, you might get more pure intercepts (no deflection... just catch), but since you won't get near as many deflections, you also won't get near as many deflection+interception.
