This, more or less. In some cases I'm sure they were genuinely ignorant, but all the info re: APD changes was readily available and understandable, and we can't be retroactively changing the rules now. Peeps who were paying attention would have done things diff and would now end up with a less optimal build than people who messed up.

When is the last day to boost, create dots (retro training points)? Last day of ssn 28 (day 50-52)? or day 48?
