I am a nub, I have read that you cannot reach level 79 unless you play in a d-league. Is this true?

The reason why I ask is my friend and I want to be on the same team but going D league seems to make this impossible.

... no you can still reach lvl 79 if you play on a non-d league rookie team.

You do not need to play in the D-Leagues to get to lvl 79. I recommend finding a Rookie team to join.

You can also learn a lot your first season with some good agents on a Rookie or PeeWee team Not a requirement by any stretch, but you may also want to play a season then retire your dot and start over to incorporate what you learn so your player is better when he reaches lvl 79.
