Does this mean cut block doesn't work for TE's and/or FB's?

Seriously, this is not a confirmed change for s29.
It's something they're testing, but they're not sure if they're actually going to do it or not.

if cut block gets taken away from TEs/FBs. They def need to let us change it free. Cause all the old builds have no more BTs and will be unable to change the SA and AEQ. Removing cut block from blocking TEs and blocking FBs would just be silly though

I added it to 4 of my STOP's. PM sent to Catch asking if they would refund the SP I spent. He said doubtful. Told me to PM support. Haven't heard back yet.

especially for STOPs and others who play a lot on ST...ST has been screwed with enough
