Why is it that a Prep Casual team cannot sign day 0 players?

That is actually a very good question -- since it would let you sign them if they were 1 day old.
I would guess that when the parameters were set to send Day 0 players to Rookie and PeeWee leagues by not allowing Day 1 players to sign there, the lower limit for Prep was set -- probably without thinking through that anyone would want to create a team a full season younger than the rest of the league.
Maybe your best bet would be to request to drop to Rookie or buy a rookie team and sell your Prep team back --- be sure to buy first because selling makes you ineligible to buy another for a couple of weeks.

Thank you dan - I appreciate the thoughts on selling and had considered it myself. Being a new owner I thought I had made a good choice of league as I wanted casual. I see a bunch of pewee teams but they all seem to be more competitive..apparently I am still foggy on the differences.
