does it activate inside either ( your own)20 yard line or is it just the oppositions?

It works for any position when inside the offensive red zone.

Opposition only (unless there's a bug about that).

Your offense will benefit when it's driving inside the opposing Red Zone.
Your defense will benefit when the opposing offense is driving inside your Red Zone.
VA supposedly does not fire while on Special Teams.

According to Bort if a FG is attemtped while within the redzone then RZF is active
