If a dot plays OOP, is the whole build subject to the penalty or is it just their attributes ?

eg are their SA / VA all reduced by x% too ?

Never thought of that. Good question.

I was under the impression it was only attributes.

But honestly that is a guess without a bort/catch quote to back it up.

EDIT: I couldn't find anything in the wiki so it might be a good Q/A question
