If I buy a piece that has a +3 to it, can I still add 3 more to it afterwards as an attribute bonus?

If it's a +3 SKILL, yes (as you can upgrade skills just as with regular EQ, but with BT's [30 a pop]). Anything else, no.

He's asking if he can enhance it further, which is no. (except to add an SA or +% bonus)
Upgrading is a separate thing.
