First, you have to recognize that he is a WR. Catching the ball is very important. Whether he can break tackles is irrelevant if he is not targeted by the QB or is not able to catch the balls thrown his way. If you want your guy to be effective at the pro level, I recommend the following:
I'm not sure if all these are achievable, but for the skills shoot for (end build):
*140 Speed (all EQ should be in Speed) - slow receivers often are ignored by the QB
*83 Catching (make sure to add the Soft Hands VA to get as close to 90 total as possible)
*80 Agility (bare minimum - see below)
*60 Stamina and Vision
*50 Jumping and Confidence - more Jumping would be nice, but I don't think you'll have the SPs
NOTE: 80 Agility is actually on the low end. If you can get it higher, it would be much better. Otherwise, you will need good investment in the Route Run and/or Quick Cut SAs to help out.
I don't think that you will have enough SPs to mess with your bonus SA. If if you do, dump Lower The Shoulder. Power Through is much more powerful, but I think it would be more beneficial to have Catch Fake. Power Through doesn't seem to trigger much for WRs in my experience and Catch Fake is a good one to have for your WR to get open.
For your 3rd AEQ, get +Catch Ball%. Again, your guy needs all the help he can get to catch the ball.
For your 4th AEQ, get the Spin SA to help break tackles.
On your VAs, I'd recommend next season that you reset Workout Warrior. His base strength is good enough and you need to add VAs to help catch the ball. Add Possession Receiver and Mr. Reliable. So in the end you will end up with 15 Bruiser, 15 Mr. Reliable, 15 Possession Receiver, 15 Quick Feet (if you have the Spin SA), 6 YAC Attack, and then the remainder in Soft Hands.
