I have a scrambling FA QB but can't find him a team to sign him on. Are there no more CPU teams for him to join? How come I'm not finding any?

Depends on when you tried to join a CPU team, seems they might all have QB slots full. Scanned through a sampling of them, and didn't find one that fewer than 2 QBs already on the team.
