This was suggested some time ago and I can't remember the outcome.
Fact is, there is still a big gap between the playoff Pro teams and the WL non-playoff teams. Many well run teams will never make the WL, through lack of time, resources and network of agents.
Perhaps the championship winner of each Pro league moves to WL and the next 3 from each Pro league move to a Hemi league. The bottom 4 in each WL conf. go back to Pro and the rest of the non-PO WL teams drop to Hemi. Would make the end of the season more interesting for non-PO WL teams and give many Pro teams something to play for as well.
Whichever way you cut it, it would seem to be in most teams interests.
