#2 - Add a new unlockable tree to Custom Equipment as follows (can use RP for this):

Is that:
+15% +(6% +3% +3%)/2 = 15% + 6% = 21%
Or is that:
+15% break tackle + 6%/2 + 3%/4 + 3%/8 = 15% + 3% + 0.75% + 0.375% = 19.125%
