The level of competition plays a big role in it too. It only makes sense for you to have better stats than a CB on an 'Elite' team.
However, statistically speaking, not a bad stat line at all.For example. My CB's stat line:
49 Targets
18 RecA
21 PDs
2 INTs
1 TD
I could conclude that teams are afraid to throw my way due to the low number of targets (I am also CB1) even though they have a better chance of getting a reception based on my stat line than yours. It would be interesting to see what your CB could do on my team and what my CB could do on yours. That might give us a better indication
