a few seasons ago bort decided to shuffle leagues each season. this is a post he left in the pee wee forums as an explanation. It's skickied under why was silver shuffled.

It was sorted by rivalry points this go around, in order to allow promoting copper teams to promote together instead of getting thrown around randomly as in the past. Since it has worked well in the minors, and pee wee follows a very similar structure, pee wee made sense to use this as well.
Can it be undone? Nope.
Will the CPUs get filled? The CPU teams will be sold to wait listers as usual. If there's too many CPU's when we're done (meaning not enough coppers to promote), we will kill off some silver leagues next season to condense.
I sold my team at the end of the season and bought a copper team looking to start over and build from the ground up and got shuffled here. I'm now wishing I would have stayed in silver 7.
