Any1 know/ have an educated guess for the percent chance that an SA will activate with one point? Does it increase at a continuous rate if I keep putting points in, etc.?

Sounds about right. I think 10% starting at 20 for the attribute. So at 20, you would have 1 for the SA. at 50, you would have 4 for the SA. I could be wrong.
