Since Bort and Co. have decided they do not want an official Iron Man League:

Starting next season, we will be running a five-season Iron Man League using standard League Underground format.

Each team is limited to 15 active players, but there are no restrictions on how often you must use them or where.

We have perfected the trick for manipulating the depth charts to get a 15-man roster to work -- although you will have to have a handful of computer players on the roster who don't get to play because of a coding idiosyncrasy -- and have one seamless season under our collective belts.

Is it a No/No?

Sounds relatively cheap.

Yes the league is no custom no boost. With only 15 men to build its a great way for anyone who has always wanted to be a sole owner but cant afford 55 players and League Undergorund to get in on the action...or join up with a couple of friends to spread the cost.
