Why would any agent in their right mind agree to this?

I think this is mostly about the ability to give teams recruiting dots something better than a team forum page for peeps to post their "promised builds" and for the poor recruiters to keep track of with constant updates. Having a "LOI" would add a page to the team page showing their "promised positions". While I agree it's not something everybody will use... it will work for other teams who could use it and it doesn't cause any damage either way in the end. I just figure it's one of those "is the work put into it worth the return investment" and I suspect it will not be, therefore it will find itself on the bottom of the "things to do" list.

I dont see this as necessary, but it is thought out and well presented
