is it better for a new lvl 1 player 2 join a D-league, pee wee, or minors lvl 4 cap league????

Depends on how comfortable you are with the game . If you have a pretty good idea of how you want to build your player and just want max xp then D league can be fine . If you want to learn more about the game and building players or like team forums getting on a good player owned team can do wonders .
