What would be the build for an all around good ST player. What position would be good too use(EX.CB LB SS FE ETC.).

DEs or SS tend to do the best at forcing fumbles.
Any O lineman is good for blocking and are not bad tacklers. They are also cheaper to make and boost.
CBs seem to be the most popular for PR/KRs

But what would you train?

Speed is the most important skill for gunners. Then agility, tackling and strength.

just to confirm, all STOPs get the same ALGs in the same attributes, right?

If you choose the ST arechetype. If you don't choose the ST archetype then it is different.
