a good bit of agents were boycotting boosting but yet I see a lot of gold and silver teams boosting.

There are some teams (Dublin Dragons included) that are non-booster/no CEQ, but by far the majority still boost. There's no right or wrong about it, it's just a team decision.

What's up with Dublin this season anyway?

No doubt, season 16 has been a disappointment. We've had some internal issues. Most of our coaching staff has missed time due to work/personal matters. That, and trying to figure out the best way to implement the new training sytem while trying to be competitive without boosting or CEQ has meant that we haven't been as ready for action as we'd like. Also, the western conference of Silver 3 is a beast. We'll bounce back next season.
