The nice thing about being able to test the game to make sure that it works in Pee Wee is that the builds aren't able to be crazy. There's no SSBing and there isn't a huge disparity in builds because they are often one and done type builds. Many of us even (god forbid) take catching to the first cap on our WRs.
There aren't that many builds that need to be tested and it would be a good baseline to see if the tweaks that you make for the level 70 player aren't destroying the Pee Wee game.

Why does there have to be ONE SIM that is supposed to be able to provide good play for level 1s' 20s, 40s, 60s, and 70s? Doesn't this seem absurd when you think about it? There should be different SIMs designed to work ideally for different league levels. It's the only way you can really ensure good game play at all levels of competition.
And the first step toward doing that would be to have a few different test SIMs set up for different levels: 1-20; 20-40; 40-70 perhaps?
And it shouldn't be impossible. It isn't like you have to redesign the wheel for each one. The basic SIM is consistent but you tweak it for each stage of levels.
